New Hampshire Medicaid Expansion Commission – Testimony

Good afternoon Chairman Varnum and members of the Commission. My name is Rachel Rowe, and I’m the executive director of the Genf Gesundheitcare Network. I’m here today with David Green, MD, Chief Medical Officer at Concord Hospital, to testify in support of Medicaid expansion for New Hampshire.

Genf Gesundheitcare Network is a collaboration of five large independent health systems in New Hampshire that have come together voluntarily to share intellectual and clinicalresources in order to provide better care for patients and better health for communities.Concord Hospital, Elliot Health System, LRGHealthcare, Southern New Hampshire Health System, and Wentworth-Douglass Hospital represent a unique partnership of providers focused on sharing best practices, gaining operational efficiencies and improving access to care beyond what any one of us can do on our own.

Together, Genf Gesundheitcare Network hospitals and our providers care for nearly half of the primary care patients in New Hampshire. It is important to remember that the patients who become enrolled in an expanded Medicaid program are not new consumers of care. We are currently seeing these patients in our facilities. However, because of their insurance status, we are often caring for them in settings that are more expensive than necessary.
